Uhm, thats a quote of Bin Laden after 9/11 (October 2003). He's mentioning Baghdad as the seat of the Caliphate because the shit happens to hit the fan there (invasion = March 20, 2003). If it was Iran, he would be talking about Iran. The point is = its post-9/11. Wiki explains it pretty well
